Early-morning attack on University Avenue
Toronto police are investigating what officials describe as a national security incident after multiple shots were fired at the U.S. Consulate in downtown Toronto in the early hours of Monday, March 9, 2026. The gunfire struck the heavily secured building at 360 University Avenue, near Queen Street West, shortly before 4:30 a.m. local time.
According to investigators, a white Honda CR-V drove up in front of the consulate before two male suspects got out of the vehicle and opened fire toward the building. The men then returned to the SUV and fled northbound along University Avenue, leaving the area before officers arrived. Police were called to the scene soon after 5:20 a.m. following reports of gunshots in the area.
When officers reached the consulate, they found physical evidence confirming that a firearm had been discharged, including around 10 shell casings on the roadway. A glass door at the consulate’s entrance was visibly damaged, but no injuries were reported among staff or members of the public. Authorities say people were likely inside the building at the time of the shooting.
Investigators treat case as national security incident
Toronto police have cordoned off a section of University Avenue around the U.S. Consulate and are working alongside the Royal Canadian Mounted Police (RCMP) and U.S. authorities. The RCMP has classified the case as a national security incident, though officials emphasize there is currently no indication of an ongoing threat to the broader public.
Canadian officials say they are in close contact with their American counterparts, including the U.S. State Department and the Federal Bureau of Investigation. Additional security measures have been put in place at the consulate and other U.S.-linked sites in the city as a precaution.
Prime Minister Mark Carney condemned the shooting as a “cowardly and unacceptable act of violence” and pledged federal support to ensure those responsible are identified and brought to justice. Local leaders in Toronto also called for calm, urging residents to allow the investigation to proceed while denouncing any form of politically motivated violence.
Motive still unclear
As of Monday evening, investigators had not announced any arrests or laid charges in the case. Police have not publicly identified a motive, and there is no confirmed link to any specific group or recent incident. However, officials say they are examining whether the shooting may be connected to other recent acts of vandalism and threats against diplomatic or community institutions in the region.

In recent days, Norwegian authorities have been investigating an explosion outside the U.S. Embassy in Oslo that damaged the consular entrance but caused no injuries, an incident police there have suggested may have been deliberate. Security experts say even small-scale attacks can have an outsized impact on diplomatic operations and public perceptions of safety.
While there has been speculation about potential connections to broader geopolitical tensions, Canadian authorities have not provided any evidence linking the Toronto shooting to international conflicts. Officials say their priority remains identifying the suspects and understanding their motivations.
Police appeal for witnesses and footage
Toronto police have released an image of the suspect vehicle, described as a white Honda CR-V, and are appealing for witnesses to come forward. Investigators are asking anyone who was in the downtown core between approximately 4:00 a.m. and 5:00 a.m. on Monday, particularly drivers with dashcam footage or businesses with exterior security cameras, to review recordings and share relevant material with police.
