VICTORIA — British Columbia has launched the online knowledge test BC option for new drivers, allowing them to complete the required test for a Learner’s licence from home.

The Ministry of Attorney General made the announcement on June 9, 2026. The new online knowledge test BC provides more choice and convenience while helping reduce wait times at ICBC driver licensing offices.
“By offering this online knowledge test BC, we’re giving new drivers more choice and convenience, especially people in rural and remote communities who used to have to commute far distances to take the test,” said Niki Sharma, Attorney General. “This is part of our work to modernize ICBC services so they’re more convenient, accessible and work better for everyone in British Columbia.”
Who Can Use the Online Knowledge Test BC?
The online knowledge test BC is available for passenger vehicles and motorcycles (Class 5 to 8 driver’s licences). It is not available for commercial driving licences (Class 1 to 4), which still require an in-person test.
Previously, all applicants had to visit an ICBC office to take the knowledge test — the first step toward obtaining a full B.C. driver’s licence. The new online option eliminates the need for that initial trip for most new drivers.
How the Online Knowledge Test BC Works
The online version is identical to the in-person test in terms of questions, difficulty, and passing mark. It ensures new drivers understand B.C. road rules and safe driving practices before driving with a supervisor.
Requirements include:
- A desktop or laptop computer with a working webcam and secure internet connection (mobile devices not supported).
- Built-in security features such as identity verification and digital monitoring of webcam and mouse movements to prevent cheating.
- After successfully passing the online knowledge test BC, applicants must still visit an ICBC driver licensing office to verify identity, complete a vision screening, have their photo taken, and receive their physical Learner’s licence.
ICBC selected Neumo, Canada’s largest driver knowledge testing provider, to power and monitor the platform. Neumo delivers 86% of all driver knowledge tests nationwide, serves 23 North American jurisdictions, and has been running secure online testing since 2021.

“At ICBC, we’re focused on modernizing and enhancing our digital services to better serve our customers, and this is just the beginning,” said Jason McDaniel, President and CEO of ICBC. “Bringing the online knowledge test BC is the first step in transforming driver licensing in B.C.”
Additional digital services, including online renewals and replacements for driver’s licences and BCIDs, are planned for 2027.
The move is expected to significantly reduce demand for in-person knowledge testing appointments. This will free up ICBC staff capacity for road tests and other services. In-person knowledge testing remains available for those who prefer it or need accommodations.

Residents in smaller communities who previously had to travel long distances will benefit the most from the online knowledge test BC. The change removes a major barrier to obtaining a driver’s licence and supports greater mobility and economic participation.
