Canada’s Arctic Defence Overhaul: C$40B Plan Signals New Era

Prime Minister Mark Carney announced a landmark C$40 billion plan on March 11, 2026, to defend and develop Canada’s Arctic region, calling it a “generational investment” in national security. The strategy includes over C$35 billion in federal funding, with C$32 billion dedicated to upgrading key northern airfields in Yellowknife, Inuvik, Iqaluit, and 5 Wing Goose Bay as part of the NORAD modernization effort.

Additional investments will establish Northern Operational Support Hubs in Whitehorse, Resolute Bay, Cambridge Bay, and Rankin Inlet, backed by C$2.67 billion for year-round military operations. An Arctic Infrastructure Fund allocates C$1 billion for dual-use runways, roads, and ports that serve both defence and civilian needs, boosting remote communities while enhancing readiness against emerging threats.

This push responds to increased Arctic activity from Russia and China, with Canada stating it can no longer solely depend on U.S. and NATO partners for northern defence. Carney emphasized the plan’s role in protecting sovereignty, securing resources, and supporting Indigenous economies.
