Premier David Eby has announced three cabinet changes following Finance Minister Brenda Bailey’s decision to take a leave for cancer treatment and recovery.

The appointments took effect Friday, Aug. 14, 2026. Josie Osborne becomes Minister of Finance, Ravi Kahlon takes over as Minister of Health, and Bailey moves to Minister of Jobs and Economic Growth.

Bailey has been diagnosed with early-stage cancer that is treatable. She will begin treatment in late August 2026 and expects to return to work in early October 2026. She remains a member of cabinet.

“Brenda came to me with her diagnosis and her plan, and I told her to take the time she needs,” Premier Eby said. “She’ll be back at the cabinet table this fall. These changes give her room to focus on getting well and give British Columbians continuity on the issues that matter most to them.”

Details of the New Appointments

The following appointments took effect on Friday, Aug. 14, 2026:

  • Josie Osborne, Minister of Finance
  • Ravi Kahlon, Minister of Health
  • Brenda Bailey, Minister of Jobs and Economic Growth

Bailey returns to the ministry she previously led as minister of jobs, economic development and innovation. She will take on the major projects and trade diversification files. Adrian Dix, Minister of Energy and Climate Solutions, will cover Bailey’s portfolio while she is on leave.

Osborne moves to Finance from Health. She brings experience across four ministries and working knowledge of the fiscal plan from the Treasury Board table.

Kahlon takes on Health after leading Jobs and Economic Growth, including the Look West strategy and the Province’s response to U.S. trade action.

“Josie, Ravi and Brenda are three of the most experienced people around our table,” Premier Eby said. “Their focus will always be on delivering for British Columbians.”

Bailey’s Diagnosis and Recovery Timeline

Bailey publicly shared her diagnosis shortly before the cabinet announcement. She described the cancer as early-stage and treatable, with a good prognosis for full recovery. Treatment is scheduled to begin in late August, with a planned return in early October for the fall legislative session.

In comments reported after the announcement, Bailey called the arrangement an “elegant solution” because she already knows the Jobs portfolio well. Eby noted that budget preparations are already underway with key deadlines in September, making the temporary shift necessary to protect both Bailey’s health and continuity in the Finance Ministry.

Bailey recently delivered a fiscal update showing the provincial deficit for 2025-26 came in at $7.7 billion, $3.3 billion below earlier estimates.

Experience Behind the Moves

Osborne, MLA for Mid Island-Pacific Rim, previously served as Minister of Health, Minister of Municipal Affairs, Minister of Land, Water and Resource Stewardship, and Minister of Energy, Mines and Low Carbon Innovation. Before entering provincial politics she was mayor of Tofino from 2013 to 2020 and worked as a fisheries biologist.

Kahlon, MLA for Delta North, is a two-time Olympian in field hockey for Team Canada. He previously held the Housing and Municipal Affairs portfolio and earlier served as Minister of Jobs, Economic Recovery and Innovation. He has been central to the government’s response to U.S. trade pressures and the Look West economic strategy.

Bailey, MLA for Vancouver-South Granville, previously led the Jobs, Economic Development and Innovation ministry. She has a background in the tech and creative industries, including co-founding Canada’s first women-owned video game studio and serving as executive director of DigiBC.

Continuity for Key Files

The changes keep experienced ministers in senior economic and health roles at a time when the province faces ongoing pressures on health-care access, fiscal planning, major project delivery, and trade diversification.

Energy and Climate Solutions Minister Adrian Dix will temporarily oversee the Jobs and Economic Growth portfolio during Bailey’s leave, ensuring day-to-day work on major projects and trade continues without interruption.

Eby emphasized that the moves are designed to support Bailey’s recovery while maintaining steady leadership on files that affect daily life for British Columbians.
