Prime Minister Mark Carney became the first sitting Canadian prime minister to make an official visit to Saint-Pierre and Miquelon on Sunday, meeting French President Emmanuel Macron on the small French territory that sits about 25 kilometres off Newfoundland.
The working visit was presented in Ottawa and Paris as more than a ceremonial stop. Officials said Canada and France want closer cooperation on energy and critical minerals, fisheries, student mobility, climate and polar research, space, artificial intelligence and defence.
“Canada and France share more than a border. We share a history, common values, and a resolute commitment to building a more secure and prosperous world,” Carney said in a statement ahead of the trip.
After greeting Carney, Macron described the friendship as “a force” and said both countries were affirming their sovereignty and freedom to decide.
Why Saint-Pierre and Miquelon matters
Saint-Pierre and Miquelon is a French overseas collectivity of fewer than 6,000 people. It is the last remnant of France’s former North American empire still on this side of the Atlantic — French soil next to Canada, but more than 4,000 kilometres from Paris.
The islands share a maritime border with Newfoundland and Labrador, a long fishing history with Atlantic Canada, and a growing role in French planning for the North Atlantic and polar regions.
Sunday’s stop was Macron’s first visit to the archipelago as president. The last French presidential visit was François Hollande in 2014. Pierre Trudeau visited privately in 1971. Carney’s trip is the first official visit by a sitting Canadian prime minister.
What the two sides discussed
Fisheries and the region. Canada and France already work through a regional commission that has linked Atlantic Canada and the territory since 1996. Officials said they want deeper cooperation on fisheries management, emergency response and local economic development.
Students. France has signalled support so students from Saint-Pierre and Miquelon can study at Canadian universities without paying the full international tuition gap.
Energy. Both sides discussed energy security, including the possible role of Canadian liquefied natural gas for Europe, supply diversification, and the pressure high fuel costs put on isolated island communities.
Technology and defence. The agenda included aerospace, satellites, quantum technologies, supercomputing, critical minerals and space-surveillance data, along with a memorandum between Canadian and French business groups.
Climate and the North. A new Canada–France Polar Research Forum is expected to hold its first edition in Saint-Pierre and Miquelon. The two countries also plan closer work between meteorological services and on early-warning systems as North Atlantic waters, fisheries and weather patterns change.
Bilateral merchandise trade between Canada and France totalled $15.2 billion in 2025, according to the Prime Minister’s Office, with Canadian exports at $5 billion.
What happens next
The meeting comes as Carney’s government has been pushing closer ties with France and the European Union. For communities in Atlantic Canada and on the islands, the test will be follow-through: whether fisheries talks produce usable rules, whether student funding actually lands, and whether energy and research projects create local work.
Carney was scheduled to continue on to New York after the visit.
