G20 foreign ministers began two days of talks in Atlanta with a diplomatic disagreement already in the spotlight after U.S. Secretary of State Marco Rubio cancelled the traditional group photograph because European diplomats objected to appearing alongside Russian Foreign Minister Sergey Lavrov.

The meetings continued despite the cancellation, with discussions taking place against a backdrop of the Russia-Ukraine war, conflict involving Iran, trade tensions and concerns about energy security and freedom of navigation, according to the Associated Press.

Why the photograph became an issue

The group photograph is a customary part of high-level diplomatic gatherings. European officials objected to being pictured with Lavrov, reflecting continuing disagreement over Russia’s war in Ukraine and the diplomatic treatment of Moscow.

Rubio urged cooperation among ministers while acknowledging the range of interconnected international challenges facing governments. European representatives maintained that disagreements with Russia must be addressed directly, but that Moscow should not be treated as though relations were normal.

Issues on the G20 agenda

The foreign ministers’ discussions are intended to prepare for the G20 leaders’ summit scheduled for December. The agenda includes global economic pressures, conflict, trade, energy supplies and maritime security.

The United States has limited participation to G20 members, leaving Ukraine outside the meeting. South Africa was also excluded amid a dispute with the Trump administration; its government said its absence was not voluntary and called for equal participation under the next G20 presidency.

What to watch next

The Atlanta meetings will offer an indication of how far major economies can coordinate on security and economic issues despite sharply different positions on Russia, Ukraine and other conflicts. The next major milestone is the leaders’ summit in December.
